Deluzio Introduces Bill to Help Local Communities Fight Flooding, Manage Stormwater and Sewer Overflows
CARNEGIE, PA – Transportation and Infrastructure Committee member Congressman Chris Deluzio (PA-17) introduced the Sewer Overflow and Stormwater Reuse Grant Reauthorization Act. This bill would reauthorize around $350 million in federal grants to help local municipalities fight flooding and manage and maintain their water systems.
“No matter the size of a city, borough, or township: people in all types of communities should have a reliable water system that protects their drinking water and prevents dangerous flooding and stormwater overflow,” said Congressman Deluzio. “I’m introducing the Sewer Overflow and Stormwater Reuse Grant Reauthorization Act to help municipalities pay for important, but often expensive, upgrades and maintenance to their water systems that help keep communities healthy.”
This reauthorizes an existing Environmental Protection Agency (EPA) program (the Sewer Overflow and Stormwater Grant program) in the Federal Water Pollution Control Act or the Clean Water Act. Managing the cleanliness and volume of stormwater entering local water systems can be a huge problem and financial burden for smaller communities. Specifically, the funds can be used for the planning, design, and construction of combined sewer overflows (CSOs), sanitary sewer overflows (SSOs), and stormwater management projects. Western Pennsylvania is no stranger to flooding, with heavy rains leading to streets full of water, power outages, expensive property damage to homes and businesses, and sometimes even tragic loss of life. With this bill, Congressman Deluzio is continuing his work to advance federal policy options to help strengthen America’s infrastructure.
The Congressman is also concerned about the economic strain that extreme weather and storms can bring on communities. Following a storm in the spring of 2025, Congressman Deluzio polled his constituents on the regional power outages that disrupted a lot of families across his congressional district.
