Congressman Deluzio’s FY27 Community Project Funding Submissions

 

  1. $167,000,000 for the Upper Ohio Navigation Project
  • The Upper Ohio Navigation Project will address lock condition and capacity issues at three lock and dam sites on the Ohio River. These facilities, constructed 1919 and 1936, underwent major rehabilitation in the 1980s to extend their useful life another 25 years. Modernizing the Montgomery locks would allow larger and more efficient vessels to move through the river, which improves our nation's competitiveness and boosts the regional economy. Modernizing the locks would create jobs and spur growth in the region and stimulate economic activity throughout the supply chain. In addition to the economic benefits, modernizing the locks on the Upper Ohio River also has significant environmental advantages as well. The new river lock chamber contract at Montgomery was awarded in the Fall of 2024. Funding is needed to support efficient construction.

  1. $2,601,500 to Center Township for Center Township Police Station
  • The Center Township Police Department has outgrown their existing temporary. Continued residential, commercial and industrial development within the service area requires additional police forces, vehicles and technology to ensure public safety; a centralized location in close proximity to the commercial / industrial district is preferred to shorten response time. The Police Station Construction Project proposes the construction of a new Police Station at the Center Township Municipal Complex to provide a state-of-the-art Police Department. Construction of the Center Township Police Department at this site will retain existing permanent full-time jobs in Center Township, Beaver County, and create opportunities for an additional 10 permanent full-time jobs and provide opportunities for highly qualified female officer candidates. This project will have a positive regional impact and will provide the necessary updates to the police force therefore improving public safety for the growing number of residents within the service area. Additionally, construction of a modern police facility will improve operational efficiency, officer safety, and community engagement. The proposed building will incorporate secure evidence storage, dedicated interview and report-writing rooms, improved communications and technology infrastructure, and appropriate locker and wellness facilities for all officers. These improvements will allow the department to meet contemporary law enforcement standards and better support the increasing demands placed on the department by residential growth and nearby industrial development. Establishing the Police Station at the Municipal Complex will also strengthen coordination between municipal departments and emergency services, for a more effective and timely response to public safety needs throughout Center Township and the surrounding service areas.

  1. $3,000,000 to PennDOT District 11, on behalf of the Southwestern Pennsylvania Commission for Midland Beaver Road Restoration
  • The project is located in Beaver County on SR 68 from 12th Street in Midland Borough to the SR 376 interchange in Vanport Township for a length of 7.3 miles. The proposed scope of work includes a mill and resurface of the existing asphalt pavement, structure preservation work, base repairs, updates to guide rail, drainage, ADA curb ramps, traffic signals, signing, pavement markings, delineation, and other miscellaneous construction.

  1. $2,652,546 to the Town of McCandless for the Pontiac Park Accessible Park Development
  • The Town-owned Pontiac property was formerly utilized by the Department of Public Works as a storage area and now functions as an unmanaged site. No formal maintenance is currently performed, besides regular mowing, resulting in extensive overgrowth and limited usability. While the parcel was once considered for the development of a skatepark, no detailed plans were advanced, and the site has remained vacant. Transforming this property from an unmanaged site into a sustainable, community-serving green space represents a significant opportunity for the Town of McCandless. A developed Pontiac Park would provide accessible recreation, enhance neighborhood health and wellness, and serve as a valuable asset to the adjacent residential areas. Native meadow and flowering trees, an inclusive playground, and an accessible multi-use trail are planned for the site.

  1. $2,200,000 to McKees Rocks Community Development Corporation for Opportunity Campus Phase 1 - Boiler and Tank Building
  • Acquire and renovate an historic anchor property in the community’s brownfield site. Activate it as a workforce development hub with a mix of customized skills training and family-sustaining employment. This will serve as the first element (and act as a catalyst for) a larger workforce hub initiative on the surrounding former brownfield site.

  1. $2,899,920 to Harmony Township for Ridge Road Landslide Remediation
  • Harmony Township experienced several areas of slope movement in 2024 following a series of heavy storm events. Cracking and settlement were observed along Forest Road, Ridge Road, and Valley Road, all of which have a history of landslide activity and serve residential neighborhoods that rely on consistent access and reliable utilities. The Township brought in multiple engineering teams to evaluate the conditions and recommend appropriate stabilization measures. Based on these evaluations, Ridge Road has been identified as the highest priority location. The cracking there affects a roadway segment that carries utilities and provides the main connection for nearby homes. The proposed project includes topographic surveying and geotechnical investigations at Ridge Road. This work consists of subsurface exploration, sampling, laboratory testing, and engineering analysis to define the current ground conditions and the extent of slope movement. Utility exploration and CCTV inspection are also included to document the condition and alignment of buried utilities that may influence or be affected by the instability. In addition to these investigative tasks, the project includes the stabilization of the active slide area on Ridge Road. The planned repair involves removing excess displaced material, installing soil nails into the slope to anchor unstable soils to underlying competent material, and constructing a reinforced shotcrete wall to secure the repaired area and protect it from erosion. Drainage improvements, guiderail replacement, final site restoration, and paving will be completed once the stabilization work is finished. This repair will allow the Township to address the most urgent slope failure.

  1. $1,000,000 to Bellevue Borough for Fire Station & Community Center
  • The Borough of Bellevue proposes the development of a new combined Fire Station and Community Center to replace aging facilities and improve emergency response capacity and public gathering space. The project will include a four-bay fire station with 15-foot-wide apparatus doors, a two-story attached office and living quarters area for personnel, and an integrated community center designed to serve local residents. Site improvements will include ADA-accessible parking, driveway access, fire department parking, and structured parking to address site constraints and neighborhood density. Once completed, the facility will enhance public safety operations while providing flexible space for community programming, meetings, and events that serve residents throughout Bellevue.

  1. $7,106,159 to ALCOSAN for Oakdale Pump Station and Capacity Improvements
  • The project will construct a new sewer pump station and a wet weather equalization tank. The project provides additional capacity for communities within the Robinson Run tributary, allowing for planned growth in those municipalities. It also reduces sanitary sewer overflows and replaces outdated, under sized infrastructure critical to water quality and public health.

  1. $2,000,000 to Northern Regional Police Department for Police Station Addition
  • The Northern Regional Police Department plans to expand the existing police department building with a 4,000 sf addition. The addition is necessary to provide additional workspace for officers, services, and storage. The goal of this project is to provide a safe, secure facility to support current and future staffing for a growing regional police department.

  1. $5,900,000 to Kennedy Township for Kennedy Twp Sanitary Pump Stations
  • This critical infrastructure project involves the comprehensive renovation and refurbishment of 10 sanitary pump stations that are currently 52 years old and have exceeded their useful design life. At over five decades old, the mechanical and electrical components are failing, leading to increased maintenance costs and heightened risks of Sanitary Sewer Overflows (SSOs).

  1. $1,000,000 to PennDOT District 11, on behalf of the Southwestern Pennsylvania Commission for Scott/Carnegie Flood Mitigation
  • Mitigation of roadway flooding on SR 50 in Scott Township and Carnegie Borough, Allegheny County. This project will provide resiliency by increasing the capacity of the roadway drainage system in order to convey both the storm water runoff and mine drainage that overwhelms the existing roadway drainage system during storm events.

  1. $3,904,500 to the Borough of Forest Hills for Storm Sewer Replacement and Sanitary Sewer Access Improvements Project
  • The Storm Sewer Replacement and Sanitary Sewer Access Improvements Project plans to remove 24 dual chamber manholes and replace with separated sanitary or storm water structures. The overall goal of the project is to improve the water quality of storm water discharges while also reducing infiltration and inflow (I/I) into the sanitary sewer system and providing improved access to both sewer lines.

  1. $2,000,000 to Findlay Township Municipal Authority for Potato Garden Run Wastewater Treatment Plant Expansion Project
  • The Potato Garden Run Wastewater Treatment Plant expansion project involves upgrading and enlarging the existing facility to increase treatment capacity, incorporate advanced nutrient removal technologies, and ensure compliance with future environmental regulations. This expansion is essential to support the anticipated growth in residential and commercial developments in Findlay and Robinson Townships, prevent overflows, and protect water quality.

  1. $765,200 to Fox Chapel Authority for RIDC Tank Rehabilitation
  • Fox Chapel Authority owns and operates a distribution system that serves approximately 5,500 customers in Fox Chapel Borough, Harmar Township, Indiana Township and O'Hara Township in Allegheny County. The existing water storage tank is approximately 57 years old and beginning to deteriorate. This rehabilitation work will improve the condition of the tank and prolong the life of the tank. The project will rehabilitate the existing RIDC Water Storage Tank. The work includes 750 square feet of exterior roof concrete repair, exterior coating with elastomeric acrylate, 1,500 square feet of interior concrete repairs, interior tank lining including surface preparation and application one valve vault and one roof vent replacement.

  1. $650,000 to Wilkinsburg-Penn Joint Water Authority (WPJWA) for Race Street Water Main Replacement
  • The Wilkinsburg-Penn Joint Water Authority is requesting funding to replace approximately 1,200 linear feet of aging 8-inch water main along with associated system components including service connections, valves, and hydrants. The project will include: • Installation of 1,200 linear feet of 8-inch ductile iron water main • Replacement of approximately 30 individual water service connections • Installation of one new fire hydrant • Installation of six new water system valves to improve system isolation and maintenance capability • Full roadway restoration including curb-to-curb paving This segment of water main has experienced numerous breaks over the past several years due to age, soil conditions, and elevated operating pressures in the area. Recent failures have been severe. During one recent break, a large cavity formed beneath the roadway, swallowing an Authority vehicle during response operations. These events demonstrate the urgency of replacing the failing infrastructure before additional failures cause roadway collapse, vehicle damage, or injury. Additionally, when the water main fails it releases significant volumes of water and sediment that flow downhill onto Race Street near the Parkway corridor, creating hazardous roadway conditions and impacting nearby transportation routes. Replacing the failing main will significantly reduce emergency repairs and improve public safety.

  1. $149,625 to Harrison Township Police Department for new police cruisers and safety equipment
  • Harrison Township's grant request proposes the purchase of a 2026 upfitted F-150 Police Cruiser, a small box trailer containing traffic cones and barricades, and a UTV police cruiser vehicle which will enable our police officers to patrol and/ or respond to areas which currently cannot be accessed with standard patrol vehicles. Approximately 40% of the Township consists of wooded or rural terrain, creating challenges for emergency response, search and rescue operations, and law enforcement emergencies in remote areas. The pickup truck will deploy the UTV and traffic safety trailer to incidents on Township roadways, parks, trails, and utility corridors. The cones and barricade equipment will also support traffic control during crashes and hazardous roadway conditions. If awarded, this equipment will greatly improve the department’s ability to respond to incidents not only throughout the Township but also along the Township’s active Norfolk Southern rail corridor which spans nearly five miles.

  1. $190,000 to the Moon Run Volunteer Fire Company of Robinson Township for Moon Run VFC Repaving and Property Upgrades
  • The primary component of this request includes milling and repaving the existing parking lot, which has deteriorated over time with uneven pavement, surface cracking, and drainage deficiencies that create safety concerns for emergency responders and visitors. The project will also incorporate ADA compliant upgrades, including properly graded surfaces, designated accessible parking spaces, and accessible routes to ensure safe access to the station as well as the District Magistrate which leases space in the rear of our building. In conjunction with the paving work, the project includes replacement of an aging retaining wall and a CMU (concrete masonry unit) wall near the front of the station that are in visible disrepair. While not load bearing to the structure, the retaining wall is deteriorated and negatively impacts the overall appearance and professionalism of the facility. Replacing the wall will improve site aesthetics and enhance curb appeal in a highly visible public safety facility. Additionally, the project includes replacement of a damaged CMU wall that has deteriorated over time and requires reconstruction to ensure long term durability and site integrity. Together, these improvements will improve accessibility for the public and strengthen the appearance of a critical community facility. These upgrade will ensure the fire company’s property remains safe, functional, and representative of the community it serves.

  1. $300,000 to Koppel Volunteer Fire Company for Quick Response Vehicle for EMS and Fire
  • With this project, it will allow our fire company to respond to EMS calls within our borough as certified EMT's/AEMT's before an ambulance arrives. This will also allow us to respond to service calls that do not require our full engine to respond.
