Title X Funding to Support Adagio Health’s Western PA Clinics Restored Following Deluzio’s Push

CARNEGIE, PA – Today, Congressman Chris Deluzio (PA-17) celebrated his successful push to get the U.S. Department of Health and Human Services (HHS) to unfreeze $3,281,132 in Title X federal funding to Adagio Health, a regional non-profit healthcare organization that specializes in women’s health.

Title X is a competitive federal grant program created to provide family planning and preventive health services to low-income people. In April, HHS announced that it was freezing Title X funding pending a review of grantee compliance with President Trump’s “DEI” Executive Orders. This freeze included funding to Adagio Health, which has been a Title X grantee since 1971. The freeze continued through July, endangering the healthcare that thousands of Western Pennsylvanians rely on—especially in rural areas. After Congressman Deluzio’s office pushed repeatedly to have the funding unfrozen, HHS released the money. 

“The health of women in Western Pennsylvania cannot be collateral damage in some culture war political fight—for many people, this is a matter of life and death. As soon as my office heard about HHS freezing Adagio Health’s funding, we jumped into action and kept pushing. HHS should have never frozen this funding in the first place, but I’m glad we fixed this,” said Congressman Deluzio. “With this life-saving funding now unfrozen, Adagio Health can go back to focusing on their work—seeing to the health and wellbeing of thousands of women all across our region.” 

“With the reinstatement of Adagio Health’s funding, we can ensure the continuation of life-changing and in many cases life-saving saving care that Title X supports, including: breast and cervical cancer screening that helps detect cancer early enough to eradicate disease, pregnancy spacing and support services that improve maternal and infant health outcomes, preventive services that keep patients out of emergency rooms, and education that empowers individuals and families to make informed health decisions,” said BJ Leber, President & CEO of Adagio Health. “We are deeply grateful for the support we have received from Congressman Deluzio and his colleagues as we work together to strengthen communities in Western Pennsylvania.” 

Pennsylvania is the third largest recipient of Title X funding nationally. The funding provides a significant return on investment for public health—every $1 invested in Title X yields approximately $7.09 in public savings

The Trump Administration’s efforts to freeze funding and pause federal grants has created significant uncertainty for grantees, varying by agency and program. As of now, the courts have paused many of these freezes. However, Congressman Deluzio will continue to monitor these developments and fight to make sure this congressionally-authorized funding continues going to projects that make life better for Western Pennsylvanians.
